Janesville man sues Senate President Chris Kapenga after a crash into a utility cart on I-94 left him severely injured

Fred Butler’s legs were crushed after Sen. Chris Kapenga struck a steel utility cart that had fallen off Butler’s truck into a lane of I-94.
